Communities across Baguio experience varying levels of access to essential services, public spaces, transportation, housing, safety, and economic opportunities. Without a consistent way to measure these differences, it is difficult to identify priority areas and allocate resources where they will have the greatest impact.
The City is seeking innovative approaches to strengthen the Barangay Livability Index as a decision-making tool for local governance. Solutions should help assess quality of life across all 128 barangays, examine the relationship between livability and the cost of living, and support evidence-based investments that create healthier, safer, and more inclusive neighborhoods.
