Baguio City aims to transition from a linear "take-make-dispose" model to a circular economy where materials are kept in use for as long as possible through responsible production, consumption, recovery, and regeneration. This transformation follows the 12R principles: Refuse, Rethink, Reduce, Reuse, Repair, Refurbish, Remanufacture, Repurpose, Recycle, Recover, Regenerate, and Return.
While many recyclable and reusable materials are generated every day, significant opportunities remain to improve resource recovery, reduce waste sent to landfills, and create value from discarded materials. The City is seeking innovative solutions that promote circular business models, strengthen local markets for recycled and upcycled products, and encourage sustainable consumption across communities and industries.
