A significant number of micro and small businesses operate informally, limiting their access to government support, financing, legal protections, digital markets, and business development services. Informality also makes it difficult for the City to understand the local business landscape and design policies that support inclusive economic growth.
The City is seeking innovative approaches to simplify business formalization and strengthen the digital participation of informal enterprises. Solutions should improve business registration, develop data-driven systems to better understand the informal sector, expand access to digital commerce and financial services, and create pathways for sustainable business growth within the formal economy.
