While Baguio has introduced digital platforms such as the electronic Business Permit and Licensing System (eBPLS) and the BuildPASS online permit system, there is a need to better understand their impact on service delivery, operational efficiency, transparency, and local revenue generation. Evidence is needed to determine whether digital transformation is achieving its intended outcomes and where further improvements are required.
The City is seeking innovative approaches to evaluate and strengthen the digitalization of government services. Solutions should assess the performance of existing digital platforms, identify barriers to adoption and service efficiency, and provide evidence-based recommendations that improve user experience, streamline government processes, enhance transparency, and increase revenue collection.
