The Challenge

Many public spaces, streets, pathways, and community facilities remain difficult to access for older persons, persons with disabilities (PWDs), and residents living in Baguio’s steep and geographically challenging neighborhoods. Physical barriers can limit mobility, reduce access to essential services, and affect participation in education, employment, healthcare, and community life.

The City is seeking innovative approaches to improve accessibility across the urban environment. Solutions should promote universal design, strengthen pedestrian infrastructure, enhance connectivity in underserved communities, and create safer, more inclusive public spaces that enable people of all ages and abilities to move freely and independently throughout the city.
