The Challenge

Baguio’s designation as a UNESCO Creative City presents significant opportunities to drive economic growth, create jobs, and strengthen the local creative economy. However, there is limited evidence on how creative infrastructure—including creative hubs, arts circuits, cultural spaces, and digital platforms—contributes to employment, entrepreneurship, tourism, and local income.

The City is seeking innovative approaches to measure the economic impact of its creative ecosystem and identify strategies that maximize the value of its UNESCO Creative City status. Solutions should generate actionable insights to guide investments, strengthen the creative industries, and support sustainable economic development while preserving Baguio’s unique cultural identity.
