The Challenge

Baguio faces increasing risks from climate change, including floods, landslides, extreme heat, and other natural hazards that threaten communities, infrastructure, and essential services. Many areas require more detailed and localized risk information to support effective planning and ensure that limited public resources are invested where they are needed most.

The City is seeking innovative approaches to complete Climate and Disaster Risk Assessments (CDRA) for all 128 barangays and improve the use of risk information in local governance. Solutions should enhance hazard mapping, vulnerability assessment, and decision support systems that enable evidence-based infrastructure planning, disaster preparedness, and long-term climate resilience.
