The Challenge

Baguio is exposed to multiple natural hazards, including landslides, floods, earthquakes, and sinkholes. Existing warning systems often provide city-wide alerts that may not reflect the specific risks faced by individual barangays or neighborhoods, reducing the effectiveness of preparedness and emergency response.

The City is seeking innovative approaches to develop localized, data-driven early warning systems that provide timely and accurate hazard information at the community level. Solutions should leverage spatial data, Digital Twin technologies, and real-time monitoring to improve hazard detection, support faster decision-making, and strengthen disaster preparedness and response across all communities.
