Power, water, telecommunications, and other critical infrastructure are essential to the safety, economy, and daily operations of Baguio. Natural hazards such as landslides, earthquakes, severe storms, and flooding can disrupt these vital services, resulting in significant social and economic impacts.
The City is seeking innovative approaches to assess and strengthen the resilience of critical infrastructure. Solutions should support the development of a Critical Infrastructure Resilience Index, identify vulnerabilities across essential utility networks, and provide evidence-based recommendations that help prioritize investments, improve system reliability, and ensure the continuity of essential services before, during, and after disasters.
