Natural hazards such as landslides, floods, and earthquakes do not affect all communities equally. Older persons, persons with disabilities (PWDs), low-income households, and other vulnerable populations often face greater risks before, during, and after disasters. Without integrated data on both hazard exposure and social vulnerability, emergency planning may overlook those who need assistance the most.
The City is seeking innovative approaches to develop and strengthen a Social Vulnerability Index (SVI) that combines hazard information with demographic and socioeconomic data. Solutions should support evidence-based disaster risk reduction, improve evacuation planning, prioritize emergency interventions, and strengthen the resilience of vulnerable communities across Baguio.
