Baguio has adopted a participatory governance model that encourages civil society organizations, community groups, and the People’s Council to actively contribute to the development of laws, policies, and local programs. However, there is limited evidence on how this collaborative approach influences policy quality, public trust, service delivery, and overall governance outcomes.
The City is seeking innovative approaches to evaluate and strengthen participatory governance. Solutions should assess the effectiveness of existing engagement mechanisms, identify barriers to meaningful participation, and generate evidence-based recommendations that enhance transparency, accountability, and inclusive decision-making across local government.
