The BLISTT area—comprising Baguio, La Trinidad, Itogon, Sablan, Tuba, and Tublay—functions as an interconnected economic, environmental, and urban region. However, planning and service delivery are often undertaken independently, creating challenges in infrastructure development, land use planning, resource management, transportation, and the delivery of shared public services.
The City is seeking innovative approaches to strengthen regional cooperation across the BLISTT area. Solutions should identify mechanisms for coordinated governance, shared infrastructure investments, integrated land use planning, and resource sharing that improve regional resilience, economic competitiveness, and the quality of life for communities throughout the BLISTT growth area.
